Yes.

I don't understand. debootstrap should be installed in that container
(it is done by belenios-stage2.sh). Didn't you get an error while
building the development container? Could you log in to the development
container and build Belenios?

Yes.
However, a bug (important if you use numeric logins) has been fixed on
the server running at belenios.loria.fr since the release of 1.15. The
current image can be found at:
https://files.inria.fr/belenios/belenios-1.15-4-g03f7478c-20210520.squashfs
Moreover, I am aware of some issues that appeared after the release of
this file so you might not be able to rebuild it now. Please use the
"1.15-updates" (or "stable") branch if you want to build your own image.
