Hi

If you are interested to understand better how the CGAL project is 
working, you can have a look at "Getting Involved" (see the left menu on 
www.cgal.org).
From there, you will also find the "CGAL Open Source Project Rules and 
Procedures" (also directly linked from the welcome page, see project 
news on the right).
