At least within the US, Microsoft offers a "Visual Studio Express"
edition which is freely downloadable. It doesn't include the Microsoft
Foundation Classes, but the basic compiler and IDE environment is
included. I'm not sure whether it supports the degree of optimization
in the commercial product, but the basic compiler and development
environment is available from:
http://msdn.microsoft.com/vstudio/express/

MS Visual C++ is a commercial product, you can't just download it.

The messages during the installation just tell you that some steps of
the automatic setup failed and tell you how to perform those steps
manually. Please see also INSTALL.win32 in the CGAL root directory.
