Hi hari kumar,
I 'm also doing my work on Point clouds.
But I'm not using CGAL.
I don' know the answer of first two questions,
About the third one,
there are tools available for triangulation.
Crust and Cocone are two of them.
You can download them free of cost.
Amentha and Tamal K. Dey have contributed much in this area.
