Thank you for responding. Just to be sure I have expressed my problem clearly, I am attaching an image to the message.
Figure 1: I have two meshed surfaces that intersect with each other.
Figure 2: Gray area is the area of intersection on one of them. Red line is the intersection. Both surfaces share the intersection line.
Figure 3. I would like to mesh each surface in the area of intersection enforcing these constraints:
a) The boundary of the area of intersection (the gray area in Figure 2) and
b) The points on the modified intersection line (red line segments in Figure 3)
Am I still out of luck to benefit from the CGAL libraries?

The generation of surface meshes
for piecewise smooth surfaces, that is with sharp edges,
is not yet in CGAL.
It will be added in the next release to appear in a few months.--

I have a set of points in 3D that approximate a surface.
A subset of these points define a set of constraint edges on the surface.
I would like to form a constrained surface mesh. (Something similar to Figure 34.5 of the CGAL manual but in 3D space.)
Can the "3D Surface Mesh Generation" package or other packages in CGAL be used for this?
