So, if I pick any 2 adjacent facets in a Delaunay3D triangulation they will be consistently oriented?

In a Triangulation_2 as well as in a Polyhedron faces are consistently oriented.
This is not the case for a Complex_2_in_triangulation_3, where facets
between tetrahedra can be marked as being part of the compex.
