You may be the only one on that mailing list who still uses CGAL-3.2.1. Nobody will be able to help you with that old release of CGAL. You should upgrade to CGAL-3.4.
However, I think that, if you want to use Taucs, you should install it, unless the CGAL tools have already it installed.

In confirm Laurent Rineau's answer. You should install TAUCS besides CGAL:
- download TAUCS from www.cgal.org/download.html
- in CGAL 3.2, I believe that you will have to relaunch install_cgal
