Up until now, I didn't have any problem treating a circulator as a handle, operating any functions of the handle on it. There suppose be a direct conversion from a circulator to a handle but you should check the declarations.
For the other way, I assume that a circulator is just a list of handles. So, if want to know the location of a handle in a list, you should iterate the list from the beginning. Then, no directly there.
That works fine for me, and I'm nor sure that you need more.

hellothough i have used CGAL several weeks,im not so clear about the relation between iterators ,circulators and handles ,the problem is when i know the corresponding iterator or circulator how can i get the handle directly ,and when i know the handle how can i get the corresponding iterator and circulator directly . any one who can help thanks very much.
