Amir, all the 3 features you present are available with modern mailing
list systems like Google Groups.
1. Google Groups web interface looks very similar to a forum. All the
older messages can be read. Threading is preserved online (just like
replies to a post in a forum).
2. Attachments can be posted.
3. Each member can adjust how he wants to receive his emails:
individual, daily digest or no emails (just check them online).
The mailing software used by INRIA for this list is not as
user-friendly in comparison on the web front, so you might be feeling
a bit restricted.
