Hi,

Unfortunately, there is a bug in CGAL 3.5 Windows installer which does not 
download properly precompiled third party libraries like TAUCS. According to 
Laurent rineau, this will be fixed in the incoming CGAL 3.5.1.

In the mean time, you may download precompiled TAUCS library for Windows/VC++ 
from 
ftp://ftp-sop.inria.fr/geometrica/lsaboret/cgal/TAUCS_for_CGAL_3.5_RC1/precompiled_taucs_win32.zip
 and 
ftp://ftp-sop.inria.fr/geometrica/lsaboret/cgal/TAUCS_for_CGAL_3.5_RC1/precompiled_taucs_win64.zip.
