Dear Bruno,

You are correct, unfortunately there is not even a 
Periodic_3_regular_triangulation_3 class. It would not be very hard to 
do but currently it is not planned. That is mainly because so far there 
was little interest in this from the user side. It would be very 
interesting though to know for what application you are planning to use 
the periodic triangulations.
