Hi all!

Hereby I kindly ask one of the developers to shed some light on the workings 
of the "q"(uality) and "B" values used in the "is_bad" functions inherited 
from Refine_criterion in "Surface_mesher/Standard_criteria.h". Adding this to 
the documentation would be very helpful in order to write own criteria 
classes.
