That depends on the Configuration time. CGAL_Qt3 gets compiled during the 
compilation process if Qt3 was correclty configured in the CMake 
configuration 
step. The easiest way to get Qt3 correctly configured it is set QTDIR in the 
environment variables. (And for Qt4, make sure qmake.exe from Qt4 is in the 
PATH, before qmake.exe from Qt3).
