OFF files usually contain a description of a triangulated (or at least
polygonized) surfaces. TDS_3 is is a combinatorial structure that is
topologically equivalent to a 3-sphere (that is an hypersphere in 4D). That
is
very different topological objects. So your question is rather strange. You
should reformulate it, so that we can understand what you really need to do.
