Hi Rich,
if you are not limited by CGAL, you can try e.g. R-package depth which uses
famous algoritms computing halfspace depth and simplicial depth by
Rousseeuw. For theit Fortran code see:
Rousseuw, P.J. and Ruts, I. (1996), AS 307 : Bivariate location depth
You can write more about your work and we can discuss your problems
