Visual Studio 64bits, what cmake version you have? Try to get cmake sources and build yourself.

The CMake error log in the first message of Dror, in this thread, confirms
that. It said:
"CMake Error: Could not open file for write in copy operation C:/Program
Files (x86)/CGAL-3.7/CMakeFiles/CMakeSystem.cmake.tmp"
