Yes, I downloaded version 3.7 from cgal.org and installed it manually.
That explains why I was missing the libgmp3-dev package eventually.

It's version 3.6, called libcgal5 and libcgal-dev. If you need it, 3.7 has
been packaged for debian and is in experimental. It's called libcgal6 and I'm
using it quite successfully.
