An arrangement is represented in a DCEL.
A face is composed of one to many connected components of the boundary.
One is called the outer boundary, the others are holes
(as in print_face).

Then each ccb is described by a cycle of halfedges 
(Ccb_halfedge_const_circulator) which is an iterator over halfedges
of the ccb.
Vertices can be access using source() and target() method of each
halfedge (as in print_ccb)
