Ah, I don't know the .off format very well, so I hadn't realized it was a special version. Then, let me just shout out the packages then that I have been in contact with; maybe there is something 
there you haven't tested yet:

- VisIt: https://wci.llnl.gov/codes/visit/home.html - I know it supports .off files, but I'm not sure about your special ones; since it is a humongous task to build it, maybe you should make sure by 
asking on their (when it's not holidays, very active) mailing list
- MayaVi: http://code.enthought.com/projects/mayavi/ - I hear good stories 
about it, but don't know if it supports your format
- Paraview: http://www.paraview.org/ - tried it once, wasn't happy with it for some reason I don't remember, but other people I know are quite happy with it - still, it's from Kitware, which for me 
somehow means that I can never find the documentation I want :P So I really couldn't tell what file formats it supports

Also to me it seems Geomview is currently kind of bleeding out (eg traffic on their userlist is negligible), although of course I could be mistaken. Anyways, interesting to hear what you will come up 
with.
