A warning before my answer: I am a CGAL rather new user, not an expert.
Please wait for another answer before taking any definitive opinion :o)

- I am currently using a CGAL package that is 2D Arrangements for solving
similar problems as yours. I think CGAL and especially this package can give
you exactly what you want.

- Your other question, "Is CGAL the best solution to my problem?", is more
tricky. You will probably never get the answer without trying it out, so I
would recommend you to try. When well used, this library can be quite a
savior for development time.
