Your issue is not related to CGAL at all. It seems that your are trying to use

a very old version of Visual Studio (probably version 6), with a recent

version of Windows (Vista), and Windows tells you can there are compatibility

issues.

 

You should either try to upgrade your version of Visual Studio, or look for

help in Windows of Visual Studio forums. This CGAL mailing list cannot do

anything to help you. I am sorry.
