As far as I know, the API does not provide any way to add 0-dimensional
features and use make_mesh_3(). There could be ways to do it using
refine_mesh_3(), but in that case you would have to initialize the mesh
yourself, and that can be quite tricky.
Maybe you could try to emulate 0d features as 1d features that contains only
one degenerated segment (whose both ends are equal). I do not remember if the
code of Mesh_3 checks that!
