At least the Reference Manual:

I didn't see any tarball for the Standard Library.

Concerning your compilation trouble, it sounds like a corrupted tarball.
Does the tarball you get really contain a theory subdir and a scripts
subdir ?

Please check that coq-7.3.tar.gz is:

size 1232864
md5sum a13729c7849deed713709329d16bb953

If your tarball is correct, then something is really strange...
