What's the relationship between setoid ring, and Benjamin and Assia's 
newring tactic

I was able to declare an Setoid Abstract ring with the TPHOLs2005 code, 
but I'm having trouble making sense of what's in 
coq-8.1beta/contrib/setoid_ring/.
