Well, this is supposed to be provided by libcublas.so. Please check that
with make V=1, -lcublas does show up in the libstarpu-1.0.so link line,
and then check that it is finding the proper libcublas (perhaps you have
several versions installed, and you are providing the headers of one
version, and the library of another, to StarPU).
