Your guess is right! No limitation is enforced for elections where the
server sends no e-mails itself (e.g. with OIDC or CAS authentication).
However, Belenios has been extensively tested only with elections with
~5000 voters. I am not aware of any actual election so big. Any feedback
with greater numbers is welcome.
