For multiple votes, we can see another way to emulate it in the default
mode, assuming each candidate can be assigned some maximum number of
votes (e.g. 3 in your proposed voting interface).

Assume you have 6 candidates : A, B, C, D, E, F

Then you create 3 copies of each candidate (if each candidate can
receive at most 3 votes):
A1, A2, A3, B1, B2, B3, C1, C2, C3, D1, D2, D3, E1, E2, E3, F1, F2, F3

Voters can then freely select 5 "candidates" in the list if they have 5
votes.

After the tally, you simply need to (manually) sum up the votes for A1,
A2, A3 to get the votes for candidate A, and similarly for the other
candidates.

Note that this solution leaks some information. For example, if voters
tend to vote for A3 only if they voted also for A2 and A1, then you know
how much triple votes were granted to A. But your two solutions had
similar (and probably acceptable) issues.

Of course, this is not perfect solution so we'll keep in mind what
would need to be develop from a cryptographic point of view to fully
support your mode, in case some voting interface is developed.
