You can have a look at the CGAL manual chapters about 2D and 3D
triangulations
of CGAL:

There are introductions, example codes, and complete reference manuals that
describes the interfaces to use the CGAL algorithms about 2D and 3D Delaunay
triangulations.

If you eventually have questions not addressed by the manual, or if you are
lost in the manual, maybe you can come back on the list and ask more precise
questions.
