I have a set of points in 3D that approximate a surface.
A subset of these points define a set of constraint edges on the surface.

I would like to form a constrained surface mesh. (Something similar to Figure 34.5 of the CGAL manual but in 3D space.)

Can the "3D Surface Mesh Generation" package or other packages in CGAL be used for this?
