Late in the release process we have discovered that the review of that package by the CGAL Editorial Board was not finished. It was a mistake to ship it in CGAL-3.4-beta1. Between the beta and the finale release we have discovered that problem, and decided to postpone the official release of that new package. If the review process goes well, the package will probably be released in CGAL-3.5, on next September. Inbetween, if you want to evaluate that package, with its non-finale documentation, you can ask its authors for the code, or used files from CGAL-3.4-beta1. But be warned: the API of that unreleased package will certainly change during the review process.
