Compare the two following documentation pages:

The first one is from CGAL-3.3.x, and the second one is from CGAL-3.4. Then 
you get your answer: your constructor is not documented in CGAL-3.3. I do not 
really know the Nef_3 package, but I assume it means that this constructor is 
not availlable in CGAL-3.3.1.
