Thanks for your help.
That's right. The issue is the shape. My expected result from scan-line is

| | | |
| +--+ | => | +--+ |
| | | +--+-+ | | | +--+
| | +-+--+ | | | +-+ |
| +-----+ | | +-----+ |
+-------------+ +-------------+

It is why I suppose that Arrangement may have two outer boundaries from one
self-intersected polygon.
I will try your suggested ways.
