Of course I can check/change  "manually" the list of people subscribed to cgal-discuss.
If you receive the transaction on the list, you should be able to post in it.
Otherwise there might be some trouble with your outgoing server ....
From what I see, you are currently subscribed under the address

So I don't know why you can't post ...
You might try to unsubscribe ans resubscribe but I don't think this will change something

Anyway your request is perfectly appropriated to the list.
That's the kind of request which makes CGAL developpers figure out
where CGAL documentation need to be improved.

The answer to your question is in section 7 of the installation manuel

I need to find out how to compile a new program using cgal. I have not been able to find the instructions in the user's guide or on the cgal website. I have an installed working version of cgal, but have not been able to figure out how to compile new programs.

Thanks for your help. I look forward to the day when I can use cgal for my data analysis.

you just need to subscribe to the list
which can be easily done by going on the Mailing Lists page
of CGAL web site http://www.cgal.org/mailing_list.html
and clicking on the "subscribe" of cgal-discuss
