Please make a proper bug report to explain precisely what you tried to
compiled.

We tried this morning on a windows machine with a fresh CGAL-4.0
and eigen3.1-alpha2  installs and both methods with the environment
variable EIGEN3_INC_DIR and the cmake variable EIGEN3_INCLUDE_DIR
set to the path containing the file signature_of_eigen3_matrix_library
worked.

We tried it for examples of the Surface_mesh_parameterization package.
