step 1: install CGAL following [1]
(no need for QT, Qglviewer)

step 2: click on cmake executable, open the CMakeLists.txt of the bindings, configure the option according to [2] after a first click on
configure.

then configure again and generate.

Then open the .sln with visual and compile it.

It's really a pain to maintain, or it would need to setup a build-bot.
So except if someone pays for it, I won't do it.
