Hi,

I was wondering about the motivation and definition of cgal Euler operators.
The motivation in wiki is clear, preserve the Euler formula:

In CGAL there are two groups:

1. Euler Operators (Combinatorial Modifications): "...modify
consistently...". What do you mean by consistently?

2. Euler Operators Modifying Genus. What's special about this? Why does
split_loop only handles length 3 loops?
