Hi,

I am also facing issues while trying to install CGAL-4.6.1 behind proxy on
Windows 7 SP1(32-bit). Specifically, installer is not able to download GMP
and MPFR. Following Laurent's suggestion I have configured Internet Explorer
to correct proxy settings and I am able to access internet.

Installer reports(excerpts only): 
-------------------------------------------------------------------------------------------------
gmp-all-CGAL-3.9.zip downloaded successfully.
mpfr-all-CGAL-3.9.zip downloaded successfully.
Extracting contents of C:\Program
Files\CGAL-4.6.1\auxiliary\gmp\mpfr-all-CGAL-3.9.zip to C:\Program
Files\CGAL-4.6.1\auxiliary\gmp
  Error: ^¦Ä
Extracting contents of C:\Program
Files\CGAL-4.6.1\auxiliary\gmp\gmp-all-CGAL-3.9.zip to C:\Program
Files\CGAL-4.6.1\auxiliary\gmp
  Error: ^€
Completed

As can be seen it reports that GMP and MPFR are downloaded successfully but
these files are actually empty. I also would like to add that installer does
ask for proxy details before attempting to download mpfr and gmp.
