Probably not; installing Emacs packages through the OS's package manager or
alternative package managers was the preferred way a while ago, but Emacs now
comes with a very capable package manager of its own, which removes much of
the hassles involved with older methods.
However, some work needs to happen before it's distributed on ELPA (the
official Emacs Lisp Package Archive) or MELPA (a community maintained package
archive); I detailed this more in another post.
