Does the command

pkg-config --cflags starpu-1.2

return something?

If not, you should make sure the PKG_CONFIG_PATH variable is properly set, as 
explained in the README file of the tutorial directory.

What do you mean by i couldn't add CUDA kernel? It's very likely StarPU will 
choose the CPU implementation when executing a basic
codelet. You can force the CUDA implementation by setting STARPU_NCPUS=0 when 
running your application. It could also be StarPU
does not see your CUDA devices. Run

starpu_machine_display

to print a list of the devices StarPU finds on your machine.
