The CMake test for Python3 and the sqlite3 module is in place now in the Git 
repository, and it promptly discovered that some of our CI machines are 
missing sqlite3. The test is temporarily disabled on those machines.

More build documentation for the case of missing sqlite3 is yet to be added.
