To complete Laurent's answer - one solution is to define a so-called singularity 
graph and solve for harmonic functions, see 
ftp://ftp-sop.inria.fr/geometrica/alliez/tacd06.pdf but this is not yet in CGAL 
and will probably not be in before one year at least.

This is of course of little help for you in case you want to use CGAL as a black 
box - but if you are ready to hack on this - the core ingredients are basically 
identical.
