Right know CGAL includes a surface mesh generation package
that handles only  surfaces defined through an implicit
function or a grey level in a 3D image ...
Next release  (scheduled in september 2009) will probably offer
remeshing of polyhedral surfaces
and hopefully a 3D mesh generation package.

No, there is currently no API to mesh  CAD models in IGES or STEPS format.

Yes, see the chapter 46  "Estimation of Local Differential Properties"
of CGAL manual.
