I done the installation with the same reference BUT i follow the
instruction of 5.Install CGAL

in cmake-gui for generation of the VS solution project in order to  
compile CGAL
I use VS9 anda my installation is working wel in 2 systems
XP, VISTA 64 bits.
Did you keep the original configuration to Release? this the defaut  
configuration! so maybe thats the problem why you cant run in debug mode
