Look for C:\boost\boost_1_39\lib\ and not C:\boost\boost_1_39\boost\lib

I do not know. I do not install boost that way. Usually, I download 
recompiled 
32 bits boost from BoostPro:
  http://www.boostpro.com/download

Then, if I need 64 bits libraries, I use bjam to recompile Boost. I have 
never 
used the experimental CMake support for Boost. Maybe you will need extra 
information from Tau people who wrote the guidelines you follow.
