On Windows, CGAL installer should install TAUCS if you select the option (off by default).
Unfortunately, this feature is broken is CGAL 3.5 Windows installer.
Until a fix is available, you may download TAUCS precompiled for Visual C++ from
https://gforge.inria.fr/frs/?group_id=52 (download precompiled_taucs_win32.zip or precompiled_taucs_win64.zip in TAUCS 3.5 section).

On other platforms, you must install TAUCS yourself.
You may download TAUCS from https://gforge.inria.fr/frs/?group_id=52 (download taucs_full.tgz in TAUCS 3.5 section).
Then, see read-me to compile it.

The second question concern Point_with_normal_3 + Pmap [boost], I didn`t find
any documentation to use it with CGAL. For the moment I have 
typedef std::pair<Point, Vector> PointVectorPair; from the processus to provide
a points set with normals and I don`t really understand how to use it with the
poisson_reconstruction_function.
