Hi A S,
I was able to compile the program by carefully following the online installation instructions from the CGAL website. As I recall, you have to install and run cmake, set your directories, and configure. Then you load the Visual Studio (i'm using vs2008) project solution and build everything with install.
there are some other details, but if you have problems look in this forum archive and you will probably find all your answers.
I'm very new to cpp and vs2008 and i was able to do it so you should have no problem.

Help.  If there's a make or build file in, or for, CGAL, I can't find it.  Or anything about it in the manual.

It's not in the CGAL 3.6 download.
      

The Windows installer of CGAL>=3.4 no longer install
precompiled libraries. 
You need to compile CGAL libraries after CGAL is install.
You better read the 
installation manual! ;-)
