Sorry for the late reply, and thank you for your interest in CGAL,
and in particular in the question how to contribute.

We currently don't have a small-task list where volunteers can
commit for working on a particular task. Something like that
sounds what you have in mind. Maybe I am wrong here, and
you would like to contribute a full fledged implementation
of a geometric data structure or algorithm not yet in CGAL.

As it is explained on the page http://www.cgal.org/opensource.html
the main entry point is to come up with the submission of a
"feature", which is either a new data structure or algorithm,
or some functionality that concerns many CGAL packages.

A second good entry point are the Google Summer of Code projects.
These projects are summer internship projects, and the CGAL Project
is a mentoring organization. To get an idea, have a look at projects
that we proposed this summer: http://www.cgal.org/project_ideas.html
Here we typically find students who took classes in geometric
computing, and have already first experience as CGAL users.
The code developed in these internships often makes it into CGAL,
and sometimes leads to follow up projects with the student.


We would be glad to discuss with you what you have in mind.
It might fit into the current process, or could lead to a
new way of how to contribute to CGAL.
