Your example file has several problems.
There are auto-intersections and badly oriented facets.

There is no out-of-the-box solution right now in CGAL for this problem.
(except maybe using Nef but your wrongly oriented facets would not
give you the expected result).

1 Whether it's possible to handle this problem using CGAL
2 If not, does anyone has idea on how to solve this problem or how vcg
solved this problem please?
