I have included the qt and examples ones.

For pc-ldflags I don't really understand: we have LDFLAGS in
Libs.private, so that it's exposed only in the static linking case,
where they are actually needed. What situation poses problem in gentoo?

For respect-cflags, the issue is that people don't necessarily know they
should have a -O in their CFLAGS. What I've just done is simply put
-O3 before the existing CFLAGS, so that the user CFLAGS will be able to
override it.

For system-blas, I have commited it but you made me realize that the
autoconf archive has an AX_BLAS which we should probably simply use.

Urgl. That's a new thing I wasn't aware of. We'll have to discuss with
the gforge people.
