It's a QA we have in Gentoo: "no user LDFLAGS leaked in pkg-config
flags". I'll have to look into and see what the reasoning was behind
it for doing it both Libs and Libs.private. But I suspect for static
linking, LDFLAGS are not really needed. Typically the ones set by our
system or the users are: -Wl,--as-needed, -Wl,-O1 or
-Wl,--hash-style=gnu.
